What are the EU standards for plywood production

2025-11-18

The core EU standard system followed by plywood exports to the EU

Plywood entering the EU market must comply with a mandatory compliance system centered on technical regulations, coordinated standards, and environmental restrictions. Its core basis is not a single standard, but is based on EN 13986 as the technical foundation, combined with legal requirements such as REACH regulation and the EU Zero Deforestation Act (EUDR), forming a multi-level and full chain access framework.

1. Core technical standards: EN 13986:2004+A1:2015

This is the only legal technical basis for plywood to obtain CE certification in the EU market, officially known as "Wood based panels for use in construction - Characteristics, evaluation of conformity and marking".

Scope of application: Covering all plywood used for building purposes, including structural and non structural uses (such as walls, floors, roofs, interior decorative surfaces).

Core requirements:

Physical properties: thickness deviation, flatness, static flexural strength, elastic modulus, internal bonding strength, moisture content, etc., need to be tested according to EN 310, EN 314 and other methods.

Environmental performance: Formaldehyde emissions must be tested according to EN 717-1 (climate chamber method), with E1 level (≤ 0.124 mg/m ³) as the mandatory entry threshold.

Fire performance: If used for building interiors, it must comply with EN 13501-1 fire classification (usually requiring D-s2, d0 or higher).

Durability: Classify and label according to the usage environment (dry, humid, outdoor) to ensure long-term performance stability.

Certification mode: Export enterprises must adopt System 2+mode, which means:

→ Type testing (ITT) conducted by the EU notified body

→ Factory Production Control System (FPC) established and audited by the enterprise

Only after passing can the CE mark be affixed, otherwise it is prohibited from being sold in the European Union.

2. Formaldehyde emission limit: evolution from E1 to "factual E0"

The EU officially only defines E1 level (≤ 0.124 mg/m ³), but the actual market requirements have far exceeded this standard:

E1 level: Legal mandatory minimum requirement, applicable to all plywood used in construction.

E0 level (≤ 0.050 mg/m ³): not an official EU standard, but has become a de facto entry threshold for high-end markets such as residential, healthcare, and education, and is actively adopted by most brands.

New regulation impact: Starting from August 6, 2026, EU Regulation (EU) 2023/1464 officially comes into effect, imposing stricter restrictions on formaldehyde emissions from furniture and wood products

≤ 0.062 mg/m ³ (applicable to all furniture and wooden interior products)

This standard will directly force plywood manufacturers to improve their adhesive technology and promote the popularization of formaldehyde free MDI adhesive or biomass adhesive.

3. Mandatory Compliance Extension: REACH and EUDR

REACH regulation:

Plywood must not contain more than 0.1% SVHC (substances of high concern), such as certain flame retardants and plasticizers. Enterprises need to fulfill their SCIP database reporting obligations to ensure supply chain transparency.

EU Zero Deforestation Act (EUDR):

Starting from December 30, 2026, replacing the old version of the EU Timber Regulation (EUTR), it is mandatory for all timber and timber products (including plywood) entering the EU to:

Provide accurate geographic coordinates of the origin of logs;

Prove that the timber is not illegally harvested;

Establish a Due Diligence System;

Non compliant products will be seized, fined, and prohibited from sale.

Local export enterprises in Linyi need to establish a traceable chain with upstream forest farms and prioritize the procurement of FSC/PEFC certified timber.

4. Additional requirements for special purposes

Additional Standard Explanation for Application Scenarios

Export packaging ISPM 15 plywood is exempt from heat treatment and IPPC marking as a packaging material, as it is "wood that has been glued and hot pressed"

If children's furniture EN 71-1 is used as a toy or component of children's furniture, it must meet mechanical and physical safety requirements

If used for food packaging lining in contact with EU 1935/2004, migration testing must be conducted to ensure that no harmful substances are released

Key compliance timeline for 2026

|Time | Regulations/Standards | Effective Impact|

|June 1, 2026 | China GB 18580-2025 | E0 level has become a mandatory domestic standard, approaching the EU E1 level and facilitating export compliance|

|August 6, 2026 | (EU) 2023/1464 | Furniture/wood products formaldehyde emission limit tightened to 0.062 mg/m ³, forcing adhesive upgrade|

|December 30, 2026 | EUDR officially replaces EUTR | All plywood exports must provide complete supply chain traceability data, otherwise entry is prohibited|

Export suggestion:

Priority should be given to plywood products with EN 13986 certification and formaldehyde emission ≤ 0.050 mg/m ³;

Establish an EUDR compliance system and obtain FSC/PEFC certificates;

Coordinate with EU notified bodies such as SGS and T Ü V in advance to complete System 2+certification;

Avoid using surface treatment agents or adhesives containing prohibited SVHC.

The essence of compliance is equal to technical standards, supply chain transparency, and regulatory foresight, all of which are indispensable.
